Study on index system of capability evaluation on professional emergency rescue teams of natural disasters and accidents

摘要:

为科学评价灾害事故专业应急救援队伍能力，基于相关行业领域应急救援队伍能力评价研究及制度标准分析，提取专业应急救援队伍能力构成要素，建立应急救援队伍能力评价指标体系及相应的评价方法。结果表明：指标体系可合理表征专业应急救援队伍能力，可为相关政府及企业开展灾害事故专业应急救援队伍能力评价提供参考。

Abstract:

In order to scientifically and normatively evaluate the capability of professional emergency rescue teams for natural disasters and accidents,based on the research of capability evaluation and the analysis of institutions and standards on the emergency rescue teams of relevant industries and fields,the composition elements of the capability of professional emergency rescue teams were extracted.In terms of organization,personnel allocation,basic facilities,technical equipments,training and drills,management institutions,operational guarantee,technical level and rescue operation,an index system of capability evaluation on the emergency rescue teams was put forward,as well as the evaluation method.The results showed that the proposed index system could reasonably represent the corresponding capability required by the professional emergency rescue teams.It can provide reference for relevant governments and enterprises to evaluate the capability of professional emergency rescue teams for natural disasters and accidents.
